In an address to Russia's upper parliament, the Federation Council, on Sunday, Alu Alkhanov said as long as the problems remain unsolved, complete stabilization is not possible.
But, he stressed Chechnya was not a "black hole" for money. He said government resources are simply being mishandled in their distribution.
Mr. Alkhanov said Chechnya should be a "special economic zone" to restart its economy. This would give it greater autonomy from Russia and allow for regional control of land and minerals.

Mr. Alkhanov said Chechnya suffers from 75 percent unemployment and many of the funds designed to improve economic and social conditions never reach the people.
