At least 90 people were in the building when the fire broke out overnight Monday in Kamyshevatskaya village in the Black Sea region of Krasnodar. Thirty five people survived the blaze, most of whom required medical attention.

Officials said Tuesday that the fire was not reported until several minutes after it broke out. It then took firefighters an hour to reach the building, because they were based in Yeisk, a town about 50 kilometers away.
Krasnodar regional officials say the home had been told of numerous safety violations in an inspection last year.
