Mr. Goh delivered his final address as Singapore's leader Sunday before handing over power later this week to his deputy, Lee Hsien Loong.
Mr. Goh said the time is right to hand over the controls of government to a new captain and crew. He noted that Singapore's economic growth rate in the first half of 2004 was 10 percent and should be eight to nine percent for the year.
Although Mr. Goh is ending his 14 years as prime minister Thursday, he will serve in his successor's cabinet.
