Ahtisaari says he wants to present his plan to the U.N. Security Council by mid-month.</P><P>Serbian lawmakers underscored their opposition to the U.N. plan last week, voting overwhelmingly to condemn the blueprint as a violation of the country's sovereignty.</P><P>Ahtisaari's plan has also split the United States and Russia.
