Police said Sunday the two, while no longer being held on terrorism charges, are still in custody for possessing forged documents.
News reports say at least one of the arrests was based on information from a senior al-Qaida operative arrested in Pakistan, but British police have not confirmed this.
Authorities say the arrests of the suspects were made in connection with ongoing inquiries into international terrorism.
There have been nearly 600 arrests in Britain since the September 11, 2001 terrorist attacks in the United States, but only about 100 people have been formally charged.
